Nothing like some rampant nepotism to make a sheriff’s office great.

I speak of the Caroline County Sheriff’s Office specifically. There are at least two blatant and egregious examples of nepotism that has been demonstrated by hiring practices in that office and an additional examples that at least has mitigating circumstances. I’m not going to directly identify the employees — I personally don’t have a problem with one of the person involved — and instead will use their initials, but to anyone that has any knowledge of the office they should be able to identify the employees involved.

Then we have C.R., who’s currently a sergeant. He’s the stepson of another officer (again, officer in this context is someone of Lieutenant’s rank or higher). He’s also a blood relative of Supervisor Maxie Rozell (D-Reedy Church). In C.R.’s defense, he’s been employed by the sheriff’s office for awhile and as far as I know he actually deserves his rank of sergeant.

And now we get to the nuts and bolts of this post: We have A.L.J., who was hired as a dispatcher around a year ago. As you might be able to guess by her maiden name, she’s a close blood relative of Sheriff Tony Lippa. Her qualifications? As I recall from her engagement or marriage announcement that appeared in The Caroline Progress, she’s taken interior design classes at Germanna Community College. Hmm…I guess I can see that, interior design skills helping to dispatch and coordinate police and fire activities (snort). There’s another bad joke in there but I’m going to say it.

And then we have the most recent incident that I just learned about: J.A. was recently hired to be a court-services deputy. This particular person is a close blood relative of Supervisor Wayne Acors (I-Madison). Need I say more?

You know, this is the type of stuff that you would have expected during Homer Johnson’s day with the pervasiveness of the “good ol’ boy network” and not from someone (i.e., Lippa) that claims to be all about “professionalism” and hiring the most qualified candidates. All that apparently goes out the window when a relative of Lippa’s wants a job or a family member of a Board of Supervisors member wants a job.

On Monday: You won’t believe the history of someone that was just promoted to sergeant by Tony Lippa.

And the railroading of Ben Boyd continues?

As you may be aware, Caroline County High School football coach Ben Boyd was indicted on July 1st for forgery of a public record and uttering of a public record. Below you’ll find a story from Jon Burkett of WTVR Channel 6 in Richmond (I apologize if you experience popping in the audio but that’s WTVR’s doing, not mine):

By Major Scott Moser’s own admission “the case is currently under investigation” and “could take a couple weeks” according to Jon Burkett. So, you know, don’t worry about making sure the guy is actually guilty or anything, let’s just indict him. Anyone remember the age old quote about being able to indict a ham sandwich? Perfect example here.

In certain situations, that would be alright. If you catch a suspect standing over a dead body with the proverbial smoking gun, then yeah, you would indict the guy while forensics testing and whatnot were still being done. But this situation takes on a completely different light because the sheriff — the chief law enforcement officer in the county — has publicly and falsely accused Boyd of a different crime previously while displaying zero knowledge of the situation.

And according to The Free Lance–Star (get your own link), Boyd was arrested at the school. That’s right, he wasn’t even given the opportunity to turn himself in. After all, when you have a vendetta against a guy, you want to cause the biggest scene and most embarrassment possible.

Who knows, Boyd could very well be guilty of these charges. But the Sheriff’s Office sure as heck doesn’t know for sure since they have “a couple weeks” of investigating to do still.

And, of course, there’s also the matter of Tony Spencer in this whole thing. He is the Commonwealth’s Attorney after all. But at least he’s been mum to the newspapers and other media stating “This case needs to be tried in a court, not in the press.” That’s a far cry from Lippa’s public announcement of vendetta against Boyd previously as well as Lippa’s personal friend (i.e., Jon Burkett) rushing to do a story about the case for WTVR while parroting everything that comes out of the sheriff’s office.

Yes, they’re friends before you ask. If you don’t believe me, think about this: When does WTVR do any stories about Caroline County? When it involves Lippa and his sheriff’s office. I don’t recall them covering the Gaudenzi case (a 14 year cold case) and, after all, Lippa wasn’t involved in the case, only the Virginia State Police was.

I would love to know why Lippa decided to pursue a vendetta against Boyd, an interesting theory has been suggested elsewhere (primarily on one newspaper’s website) — which I don’t plan on repeating on this space currently — but you better hope that the next person Lippa decides to go after it isn’t you or someone you care about.

What’s the point of sending out a text alert for two missing teenagers if you don’t include a link to their pictures?

Unknown clothing description for this subject. Both were last seen on May 27,2009. Alert on March 30th at 8:20 pm:

Missing juvenile Breanna Cleveland has been located today by Stafford County. The second juvenile Mareena Davis is still missing.

Alert on March 31th at 12:02 am:

The other missing juvenile, Mareena Davis has been located by Stafford County. As stated in previous alert, Breanna Cleveland has also been found.

Sheriff Tony Lippa also sent out an e-mail to the 50 people on his mailing list stating that the teenagers were reporting missing on March 28th at 3:52 pm, after failing to return home from school on the same date. Also included in that e-mail were PDFs of fliers that had been prepared by the Sheriff’s Office which included the missing teenagers’ pictures. While it was good that the first alert was sent within two hours, that e-mail wasn’t sent out until the 29th at 10:34 am, over 18 hours after they had been reported missing.

Right now, according to Interim Director of the Department of Fire & Rescue Mark Garnett, there are 2,072 registered users of the Caroline Alert System. The system cost the county $25,000 back in July 2007 to implement and there’s a yearly expense of $7,500 for continuing usage of the system but there isn’t a fee per alert apparently.

Regardless of whether the sheriff’s office thought there were runaways or not, common sense would dictate that if you have the ability to distribute pictures of two missing teenagers to 2,072 people at no cost, you would use the system for that purpose. To post those PDFs of the fliers or just their pictures, it would take about 30 seconds to upload the fliers and another 30 seconds to send out the alert with links to the viewers or pictures. People with mobile web on their phones would be able to view the picture as would those that access to a computer and their e-mail account. How much time and money would it take to distribute those same fliers to over 2,000 people?

Coleman, 28, of Ruther Glen was charged with Petit Larceny and two (2) counts of Contributing to the Delinquency of a Minor. On November 9, 2008, Deputy D.W. Mundie responded to a Port Royal residence for a disturbance call. After investigating, Jose Gutierrez, 40, of Port Royal was arrested on an outstanding Capias out of Caroline County. He was ordered held without bond and a court date of November 13, 2008 was set.

On November 9, 2008, Deputy R.J. Anderson responded to a Woodford address for a report of an assault. After investigating, Bryan K. Spurley, 42, of Woodford was charged with Assault and Battery. He was released on his own recognizance and a court date of November 21, 2008 was set.

November 10, 2008, Deputy T.J. Ketchem responded to a Ruther Glen address for an assault. Upon further investigation, Valerie L. Graham, 44, of Winchester was charged with two (2) counts of Assault. She was ordered held without bond and a court date of November 12, 2008 was set.

On November 10, 2008, Deputy C.M. Polliard responded to a Ruther Glen address for a civil dispute. Upon further investigation, Krystal C. Davis, 27, of Richmond was charged with Identity Theft – To Avoid a Summons. She was also served with an outstanding Felony Capias out of Fredericksburg. Davis was ordered held without bond and a court date of November 13, 2008 was set.

On November 11, 2008, Deputy C.M. Hall investigated a trespassing incident and the Caroline High School. After investigating, a male juvenile was charged with Trespassing and two (2) counts of Assault. He was ordered held without bond and he has a pending court date in Caroline Juvenile and Domestic Relations Court.

On November 12, 2008, Deputy M.J. O’Connor responded to Route 301 to assist the AP Hill Police. Upon further investigation, James M. Summers, 38, of Richmond was charged with Driving Under the Influence of Alcohol. He was held on a $1,500 secured bond and a court date of November 12, 2008 was set.

On November 15, 2008, Deputy C.A. Heywood responded to a disturbance in the Woodford area. Upon further investigation, Anthony D. Turner, 44, of Woodford was charged with being Drunk in Public and Obstruction of Justice. He was held on a $1,000 secured bond and a court date of November 26, 2008 was set.

On November 8, 2008, Investigator M.M. Ellett completed the investigation of a credit card fraud which occurred on August 14, 2008 at a Ruther Glen business. Cherish N. On October 28, 2008, Deputy G.J. Hamilton stopped Edmond L. Baylor, 50, of Bowling Green for a traffic violation. Upon further investigation, Baylor was charged with Driving Suspended, Reckless Driving and Fail to Obtain a County Decal. He was released on a $1,500 unsecured bond and a court date of November 5, 2008 was set.

On October 30, 2008, Sergeant S.L. Cary and Deputy J.K. Miller responded to a Bowling Green business for a disturbance call. Upon further investigation, Harvey L. Holder, 29, of North Carolina was charged with being Drunk in Public and Obstruction of Justice and was ordered held without bond. Additionally, David O. Preddy, 36, of North Carolina, was charged with being Drunk in Public and was ordered held without bond. A court date of October 31, 2008 was set for both subjects. On October 19, 2008, Deputy K.H. Eichenmiller stopped Robert L. Ford, III for a traffic violation. Upon further investigation, Ford was charged with Driving Under the Influence of Alcohol and Speeding 73/55. He was held on a $2,500 secured bond and a court date of October 22, 2008 was set.

On October 19, 2008, Deputy W.D. Lipscomb stopped Alan W. Beazley, 57, of Bowling Green for a traffic violation. Upon further investigation, Beazley was charged with Driving Under the Influence of Alcohol and Refusal to Submit to a Test. He was released on a $1,500 unsecured bond and a court date of January 21, 2009 was set.

On October 20, 2008, Deputy C.M. Polliard stopped Barbara A. Hinton, 51, of Warsaw for a traffic violation. Upon further investigation, Hinton was charged with Failing to Yield to a Stationary Emergency Vehicle, Driving Suspended and Giving False Information to Avoid a Summons. She was held on a $2,000 secured bond and a court date of October 24, 2008 was set.

On October 21, 2008, Deputy M.A. Dip stopped Cirilo Hernandez, 32, of Beaverdam for a traffic violation. Upon further investigation, Hernandez was charged with Driving Under the Influence of Alcohol and Drive without a License. He was held on a $1,500 secured bond and a court date of October 31, 2008 was set.

On October 22, 2008, Deputy C.M. Hall investigated a larceny that occurred at Caroline High School. After completion of the investigation, Marcos Godinez, 18, of Ruther Glen was charged with Grand Larceny, Petit Larceny and Contributing to the Delinquency of a Minor. He is being held on a $1,500 secured bond and a court date of October 28, 2008 was set. The juvenile was charged with Accessory to a Larceny and has a pending court date in Caroline Juvenile and Domestic Relations Court.

On October 23, 2008, Deputy C.M. Polliard responded to a motor vehicle crash in the Ruther Glen area. Upon further investigation, David M. Waldeck, 54, of Maidens, VA was charged with Driving Under the Influence of Drugs, Fail to Maintain Control of Vehicle and Possession of Marijuana. He was released on a 42,500 bond and a court date of October 31, 2008 was set.

On October 23, 2008, Deputy C.M. Polliard stopped Therman O. Hill, 47, of Manquin, for a traffic violation. Upon further investigation, Hill was charged with Driving Under the Influence of Alcohol, Refusal to Submit to a Test and Possession of Cocaine. He was held on a $2,500 secured bond and a court date of October 24, 2008 was set.

On October 24, 2008, Deputy C.M. Polliard stopped Elaine S. Dudley, 30, of Ruther Glen for a traffic violation. Upon further investigation, Dudley was charged with Driving Revoked, Prescription Fraud, Possession of a Controlled Substance and Speeding 38/25. She was ordered held without bond and a court date of October 31, 2008 was set.

On October 25, 2008, Deputy C.A. Heywood stopped Ian K. Averette, 28, of Woodford for a traffic violation. Upon further investigation, Averette was charged with Driving Under the Influence of Alcohol and Failing to Signal for a Lane Change. He was released on a $2,500 unsecured bond and a court date of October 31, 2008 was set.

On October 25, 2008, Deputy K. Digravio-Ferguson responded to the Bowling Green area for a disturbance call and encountered Tara L. Payne, 27, of Fredericksburg. Upon further investigation, Payne was charged with Driving Under the Influence of Alcohol. She was held on a $2,500 secured bond and a court date of October 31, 2008 was set.

On October 25, 2008, Deputy B.N. Doucet responded to a Ruther Glen Business for a larceny call. After investigating, Julie A. Park, 28, of Ruther Glen was charged with Shoplifting. She was released on a summons and a court date of December 5, 2008 was set.

According to Sheriff Tony Lippa, Caroline Deputies made 40 drug arrests, 7 DUI arrest, 8 domestic violence arrests, 165 other criminal arrests and 5 animal control summons or arrests during the past week. The deputies served 263 civil papers, issued 165 traffic summonses, handled 17 motor vehicle crashes, responded to 26 alarm calls, and dealt with 5 juvenile offenders. “Operation Sunset” – Caroline County Sheriff’s Office Makes Numerous Drug Arrests

The Caroline County Sheriff’s Office continues their war on illegal drugs and distribution. According to Sheriff A. A. “Tony” Lippa, the mass arrest operation started at 5:30 this morning. The Caroline County Grand Jury met October 1, 2008 and issued 57 drug distribution related indictments against several individuals. These indictments are based on the continuing efforts of the Caroline County Sheriff’s Office Investigative Division with support from the Virginia State Police and the Drug Enforcement Administration.

The Caroline County Sheriff’s Office continued making arrests of suspected illegal drug dealers this morning as part of a year long undercover drug investigation. The Caroline Sheriff’s Office Narcotics Investigators, Special Emergency Response Team and troopers and special agents from the Virginia State Police began arresting suspects on October the 16th. when they executed two search warrants within Caroline County and arrested four suspects on drug distribution related charges. Both of these search warrants resulted in the seizure of cocaine with a street value of over $2,000.00, a .45 caliber semi-automatic handgun, over $8,000.00 in currency, weight scales containing white powder residue and two vehicles valued at $40,000.00.

This morning the Caroline County Sheriff’s Office continued the operation by executing two more drug related search warrants and arresting 15 additional suspected drug dealers on a total of 57 drug related indictments ranging from distribution of cocaine and conspiracy to distribute cocaine, to distribution of marijuana. The Caroline Sheriff’s Office Special Emergency Response Team executed a search warrant in the Ruther Glen area which resulted in the arrest of a suspect and the seizure of $3,000.00 in currency.

Caroline Narcotics Officers, assisted by the Virginia State Police Tactical Team executed a search warrant in the Cedon area which resulted in the seizure of cocaine with a street value of $2800.00, $2000.00 in currency, weight scales containing white powder residue and the arrest of a mother and son team accused of distributing cocaine.

Sheriff Tony Lippa stated, “This operation has been a success thanks to the citizens of Caroline County who have been willing to take a stand against these illegal drugs and help Investigators conduct such operations as this. We have made great strides in our fight against illegal drugs and more arrests are to come.”

Sheriff Lippa also credited the Sheriffs of Hanover, King George and Westmoreland Counties, the Colonial Beach Police Department, the Virginia State Police, the Alcoholic Beverage Control Police and the Drug Enforcement Administration for assisting in the execution of these warrants. Sheriff Lippa extends his appreciation and thanks to these citizens and law enforcement agencies who have provided such great assistance.

“This is an extensive on-going investigation and no further details will be released at this time,” said Sheriff Lippa.

Attached on the next few pages are photographs of each arrestee and their charges.

No word how much evidence was destroyed or many people eluded capture because the Commonwealth’s Attorney decided to blabbed to The Caroline Progress about how many sealed indictments he had.

On October 11, 2008, Sergeant M.W. Turner stopped Mark D. Kinchen, 46, of Glen Allen, for a traffic violation. Upon further investigation, Kinchen was charged with Driving Under the Influence of Alcohol, Refusal to Submit to a Test, No Operator’s License in Possession and Operating a Motor Vehicle with an Expired Inspection. He was held on a $2,500 secured bond and a court date of October 14, 2008 was set.

On October 14, 2008, Deputy W.D. Lipscomb stopped Everett H. Green, 58, of Woodford, for a traffic violation. Upon further investigation, Green was charged with Driving Under the Influence – 2nd Offense and Refusal to Submit to a Test. On October 14, 2008, Deputy F.L. Brennan responded to a Ruther Glen business for a report of a shoplifting. After investigating, Nikita L. Stancil, 22, of Ruther Glen, and Iisha T. Crichlow, 25, of Ruther Glen, were charged with Shoplifting. Both subjects were released on a summons and a court date of November 14, 2008 was set.

On October 15, 2008, Deptuy J.K. Miller stopped Joshua G. Kemp, 24, of Colonial Beach for a traffic violation. Upon further investigation, Kemp was charged with Possession of Marijuana. He was released on a summons and a court date of October 31, 2008 was set.

On October 16, 2008, Deputy W.D. Lipscomb responded to a Ruther Glen address for a sexual assault call. Upon investigation, Carl E. Richardson, 59, of Ruther Glen was charged with Rape. He was ordered held without bond and a court date of October 17, 2008 was set.

On October 16, 2008, Deputy C.M. Hall investigated an incident at Caroline High School involving a juvenile in possession of tobacco. Upon completion of the investigation, a male juvenile was charged with Underage Possession of Tobacco. He has a pending court date in Caroline Juvenile and Domestic Relations court.

On October 18, 2008, Deputy W.D. Lipscomb stopped Miguel A. Sotelo-Acencio, 38, of Ashland for a traffic violation. Upon further investigation, Sotelo-Acencio was charged with Driving Under the Influence of Alcohol and Drive without a License. He was held on a $3,500 bond and a court date of January 21, 2009 was set.

Caroline County Sheriff’s Office Wrap Up

According to Sheriff Tony Lippa, Caroline Deputies made 2 drug arrests, 3 DUI arrest, 5 domestic violence arrests, 123 other criminal arrests and 0 animal control summons or arrests during the past week. The deputies served 208 civil papers, issued 242 traffic summonses, handled 13 motor vehicle crashes, responded to 25 alarm calls, and dealt with 3 juvenile offenders. The Sheriff’s Office Communications Center dispatched 564 calls for service and handled 2,068 telephone inquiries. The CCSO also logged 40 calls assisting outside agencies and had 232 self-initiated calls.
