There, in fact, is a contingent of kooks who claim that the 16th Amendment was never ratified. Certain you can find more info if you Google it. Could be that she believes that. On the other hand, maybe she’s only aware of one of the 27 amendments to the U.S. Constitution (the 10th, of course).
